This working paper on oil security is part of the INDES (Insuring against Disruptions of Energy Supply) project, a project financed by the European Commission. It discusses the emergency measures for oil disruptions that were established by the International Energy Agency (IEA). Among the most effective are stockdraw and demand restraint policies, but improvements will also have to be made in supply-side technologies, including cost reductions, and in incorporating energy efficiency as a decision variable when installing new machines or buildings.
