Nov 2002

This paper discusses the prospective war in Iraq starting from November 2002. The study draws attention to the role of the UN Security Council and suggests several types of possible resolutions: a resolution stating what Saddam needed to do, a resolution with a deadline, and an explicit resolution providing for coercive inspections and the use of force.
