This paper examines European homeland security and transatlantic relations from the American, European and Russian perspectives. The study focuses largely on the "who makes the rules" and the "politics of counter-terrorism." The author considers what balance should be sought between the preventive aspects of the fight against terrorism and the crisis and consequence-management dimension. Finally, the paper asks how a balance between the political dimension and the technical/operational aspects of the fight against terrorism can be struck.
