This paper analyzes the political dimensions of the development process of the Economic Development and Poverty Reduction Programme (EDPRP) in Georgia. The author considers roles played by the government, donors and civil society in the EDPRP process. Additionally, the paper also identifies a set of issues around national self-determination and identity as recurrent political re-occupations, and highlights the importance of corruption as a feature of Soviet rule in Georgia.
