This paper assesses the political factors that explain an impressive pro-poor approach in Uganda. The study considers political and social issues in Uganda and states that a number of challenges may affect the sustainability of the Poverty Eradication Action Plan (PEAP). The authors underline that it is not appropriate to replicate Ugandan lessons without taking into account the historical origins of the political system and the way in which power is used.
