This paper examines the role of the Poverty Reduction Strategy Paper (PRSP) in Vietnam. The study gives an overview of the political and social system of Vietnam and considers the interactions between the PRSP process and political context, namely, the creation of policy space, citizen engagement in the CPRGS process, political competition and political ownership of the PRSP process. It also addresses the issues of donor's influence upon the CPRGS process and donor's willingness to transfer accountability.
