This paper examines the concept of the "meta-narrative" as the new orthodoxy replacing the Washington Consensus. The study emphasizes the Millennium Development Goals (MDGs) as an over-arching framework and lays out the link between these, national poverty reduction strategies, macro-economic policy and effective public expenditure management. The essay argues that the current meta-narrative can be improved by paying more attention to rights, equity and social justice, and addressing the problems of "infant" economies and aid policy architecture.
