This paper synthesizes existing research on knowledge and learning in the development sector and draws out several key questions for examining related strategies in development agencies. Together, these questions make up a comprehensive knowledge strategies framework to assess complex processes of change within the humanitarian sector. The study presents the analysis of data based on the 13 selected case study organizations.
