This paper examines the design and functioning of poverty monitoring systems (PMS) in Uganda. The study deals with aspects of the Uganda PMS experience in relation to the three main axes of the Poverty Reduction Strategy Paper (PRSP): country ownership, results orientation and aid alignment. The study describes the distinctive features of poverty and then qualifies these observations by underlining certain limitations and adverse trends.
