The aim of this paper is to assess the importance of incentive systems internal to aid agencies in their efforts to meet the commitments outlined in the Rome Declaration on Harmonisation. The study looks at different factors that influence individual and collective behaviors of aid agencies. It also discusses whether these behaviors work for or against the adoption of harmonized practices based on donor coordination and country ownership.
