This paper examines the opportunities and challenges of network and policy processes in international development. It considers how non-state actors and civil society use evidence to influence policy processes (in the public interest), in particular in developing countries where political contexts are often more troubled and capacities weaker. The study identifies lessons for capacity building, communications and policy influence, as well as areas for further study.
