The paper analyzes the forces shaping the structure and operations of the international aid system. It examines current perceptions of what is not working with the current aid architecture and how the system might be reformed. The study also considers how to foster suitable fora for continuous Southern engagement in discussions on aid reform and suggests where the debate on the future structure of the aid system is likely to head.
