This paper presents an introduction to ODI's Civil Society Partnership Programme (CSPP) which aims to increase the use of evidence-based policymaking in capacity-building and development programs. The authors examine current thinking among Northern and Southern development organizations on capabity-building, and presents current practices among organizations with mandates similar to the ODI-CSP program.
