This paper sets out a framework to clarify what research policy networks do. The study argues the importance of focusing on policy research networks' functions. It considers the usefulness of networks and the benefits of taking a more functional approach to understanding them. Further, it addresses some functional categories in more detail and then, presents a series of conclusions and implications for further research, policy and practice.
