This briefing argues that the Trump administration and its supporters need to remember that the so-called Islamic State’ backers and fighters are not all rabid fanatics. They often have complex motives for joining the fight, which is why brute force military action has not proven particularly successful in the past and will most likely yield limited results in the future.
