This paper discusses the issue of NATO enlargement. The author offers four policy options for the 2002 NATO Summit and assesses their impact on the Alliance. The paper concludes that the limits to a possible NATO enlargement are not yet perceptible, because the geographic space of the common Euro-Atlantic values that define that area cannot yet be drawn with clarity.
