This paper offers advice on strategic arms policies. The author argues that the Bush administration should develop a comprehensive conceptual framework to decide on the size, composition and posture of strategic offensive and defensive forces and that such a framework should integrate new assessments of deterrence and stability over the next 10 to 20 years, taking into account the much more diverse threats facing the United States. The paper concludes that policymakers will need to make decisions on National Missile Defense and the US strategic force posture in light of its overall global strategy.
