This paper analyzes the challenges of reforming Pentagon strategic decision-making. The study states that reforming Pentagon decision-making requires a focus on the process of the secretary of defense’s strategic agenda. It discusses the improvement of rational decision support provided by the contingency planning and resource allocation systems and notes the refining senior leader intuitive decision-making capability with exercises and simulations.
