This paper examines the process of rebuilding the Iraq army after the US invasion. The author argues that Iraq needs a military that provides self-defense while complementing political reform; both the region and the world need the assurance that the new Iraqi military will not threaten the peace anew. The paper concludes that shaping a new force’s capabilities in the short term is less important than creating institutions by which a legitimate civilian government can control and monitor the development, funding and employment of the military.
