This paper examines the strategic concept of pre-emptive action and offers advice on when and how it should be considered. The author argues that successful pre-emptive strikes require precise, prompt actions with decisive effects. The paper concludes that the United States must be prepared to invest in intelligence, surveillance and reconnaissance capabilities, planning assets, and, potentially, new military forces.
