This paper describes the implementation of the Framework Convention for the Protection of National Minorities by the Committee of Ministers of the Council of Europe in 1994. The authors explain that although the convention framework represents a compromise document incorporating the various specific wishes of individual national governments, it still established various important precedents. The paper details how especially NATO and the EU must work to successfully establish and implement the framework convention in their respective member countries.
