This report provides information on the discussion and recommendations of two training workshops that were held as a part of the ECMI Montenegro Negotiation and Capacity-Building Project. The first event focused on minority rights in Serbia and Montenegro, including minority communities from the Sandžak border region, in the course of EU accession. It identified obstacles to, and incentives for, fostering minority protection at all levels. The second event addressed the issue of Sandžak as a Euroregion and discussed impediments to, and potential for, regional crossborder cooperation.
