This report presents the findings of the November 2002 Civil Society Standing Technical Working Group, a joint-study visit and training workshop organized by the ECMI and the Directorate General of Political Affairs at the Council of Europe (CoE). The workshop provided first-hand knowledge of European standard setting (particularly with regard to good practices of local governance, social cohesion and education) and familiarized participants with existing European legislation on minority-majority relations and how these standards might be applied to the Western Balkans and Kosovo. The initiative aims to support constructive local-level efforts toward reconciliation, reform and stability through the formulation of coherent policy frameworks by focusing the discussion on issues of practical concern, the technical issues of public policy reform and the evolution of practices of good governance.
