The report presents findings of a follow-up event to a three-year cycle of seminars and workshops dedicated to minority issues in Estonia and Latvia. The report opens with a brief history of the Baltic states and their incorporation into the Soviet Union. The author then discusses the workshop participants' discussion of law and practices that exist in each of the Baltic states and how these are compatible with the requirements of the European Charter for Regional or Minority Languages. The report closes with a presentation of workshop findings regarding how the treatment and preservation of minority language can be addressed in practice and (if required) within a legal framework.
