This paper assesses the role of the interethnic factor in the development of Russia's Kaliningrad region. The author examines a wide spectrum of theoretical and practical issues in relation to national policy in Russia and in the Kaliningrad region, as well as in the context of European transformation. The paper describes the problems and perspectives of interethnic relations in Kaliningrad and details the local legislative activities that affect the interests of national-cultural associations and minorities.
