This report contains a series of recommendations for the return and re-integration of different ethnic groups in Kosovo by ECMI’s Expert Committee for Integration and Returns. The second part includes a summary of a June 2003 meeting convened by this committee. The report contains practical recommendations for foreign missions, donors and NGOs; the UNMIK-Office of Returns and Communities (ORC); the UNHCR in Kosovo; the Provisional Institutions of Self Government; the Serbs of Kosovo and the government in Belgrade; the majority community in Kosovo; and the Kosovo Assembly.
