This paper documents the fourth session of the workshop 'Negotiation and Capacity Building in Montenegro' regarding education. This ECMI project was launched with the aim to establish a Track II negotiation process providing a forum for interethnic dialogue between Serbian and Montenegrin communities. The author argues that education may well be the most sensitive subject of those discussed, because of the ethnically divided society and the enormous effects it has upon all citizens. The paper offers an introduction to the background of the workshop, the aim and format, and its discussions and recommendations.
