This report examines the possibilities of ratification of the Framework Convention for the Protection of National Minorities (FCNM) in Georgia. Firstly, it considers the provisions of the FCNM, articles of specific interest and their interpretation, and how they meet Georgian needs for managing diversity. Then, it assesses how Georgia can grow closer to European standards for the protection of minority rights.
