Publication

This report is a background paper for the workshop discussing freedom of movement as part of the ECMI project "Negotiation and Capacity Building in Montenegro." The paper briefly explains the background of the workshop, its aims and format. The author explains the reasons for the lack of the freedom of movement in Montenegro and presents recommendations and follow-up activities. The background papers in chapter VIII provide a theoretical background for this topic.
