This report is a background paper for the project "Enhancing Minority Governance in Romania," which seeks to strengthen the qualitative aspects of inter-ethnic dialogue and minority representation vis-à-vis the Romanian government. The paper describes the theory and practicalities of cultural autonomy, its implications for the state as a whole and the implications of cultural autonomy for the European Union.
