This report is a background paper for the project "Enhancing Minority Governance in Romania," which seeks to strengthen the qualitative aspects of inter-ethnic dialogue and minority representation vis-à-vis the Romanian government. The paper defines both "national minority" and "cultural autonomy." Members of parliament (MPs) participating in the meeting illustrate the status of national minority organizations in the Czech Republic, Hungary and Sweden by describing their respective NGO and political party law. Models of cultural autonomy are shown through the example of Estonia and Belgium.
