This report is a background paper for the project "Enhancing Minority Governance in Romania," which seeks to strengthen the qualitative aspects of inter-ethnic dialogue and minority representation vis-à-vis the Romanian government. The paper summarizes two days of debate on the draft law on the status of national minorities and concludes with recommendations and two final draft versions.
