Two years after the signing of the Dayton Peace Accords on Bosnia, this report reviews the progress made so far in implementing it. The paper touches on a number of issues, including the prosecution of war criminals, continued ethnic tensions, the return of refugees and the formation of common political institutions. The paper sees substantial advances with respect to the DPA, yet, calls for long-term presence of the international community and NATO to assure the stability of the peace process.
