This paper reviews the record of ethnic minority returns in post-war Bosnia in 1997 and assesses the outlook for 1998. Special attention is given to Bosnian Serbs returning to the regions of Drvar, Bosansko Grahovo and Glamoc. The paper discusses obstacles to Serb returns to Bosnia’s canton number 10, the coalition for return and the developments after the municipal elections. The final section dicusses plans for the return of minority-group refugees, presents recommendations and finds positive signs of displaced Serbs returning to their former homes.
