This report assesses the Bosnian city Konjic’s record as an Open City for refugee return and reintegration after the war. The paper examines the current demographic position, the municipal administration, the police and the overall receptivity to minority returns. It addresses obstacles to return, including difficulties returnees face reclaiming their property; obstructionism by the municipal authorities and security concerns. The report also considers problems with implementing the Open Cities Initiative and ends with considered recommendations.
