This report examines the progress and lack of progress made with respect to the implementation of the Sarajevo Declaration, which called for ethnic tolerance and increased minority returns. The paper presents the commitments made in the Sarajevo Declaration, reviews actual return figures and outlines changes in property legislation. Further attention is given to issues of abuses in allocation of housing, public order, employment, education and sanctions. The paper offers recommendations to prevent further ethnic homogenization of Sarajevo.
