This paper examines development options for the Bosnian district of Brcko. The paper focuses on the final territorial and legal status of Brcko and examines the financial sector and specific economic reforms, which will enable Brcko to attract foreign and domestic investment while creating sustainable economic and job growth. Finally, the paper proposes integrating various municipal functions into an effective, multi-ethnic unified administration, which eliminates parallel institutions. With regard to Brcko’s final status, the paper argues for Brcko becoming a district of Bosnia and Herzegovina under temporary government of the existing international supervisor.
