This report provides information on the first two months of NATO’s air campaign against Yugoslavia in spring 1999 and the tapering crisis in Kosovo. The paper argues that Yugoslav President Milosevic, while not actively willing NATO bombing, was prepared for that eventuality and examines how he has used it to his advantage. The paper outlines the developments that led to the beginning of the war, introduces Serbian propaganda and summarizes Milosevic’s diplomatic turns. The paper concludes that Milosevic is ready to negotiate a settlement for Kosovo.
