This report explores reasons for the delayed deployment of the United Nation UNMIK mission to the Kosovo after the end of the armed conflict. The paper seeks to identify reasons why this uncomfortable position has been reached and identifies a way forward. The paper reviews UNMIK’s mandate and contrasts it with reality. It then looks at the existing mayors and at possible and actual policies. The report argues for a negotiated and more pragmatic approach aiming at co-opting existing unofficial government structures.
