This report attempts to clarify the situation with regard to Albanian prisoners who are still in Serbian detention, despite the end of the war in Kosovo. The paper makes available first-hand information about Serbian prison conditions, elucidates the pertinent legal issues and proposes a series of measures that governments and non-government organizations might take toward identifying the prisoners and securing their release. The paper argues that the international community has every legal justification to press Belgrade for both the prisoner’s fair and humane treatment and their timely release.
