This report presents an examination of the state of affairs in Montenegro and options for its future. The paper addresses the status quo, including federal institutions, security and economic issues. Subsequently, the paper reviews the options at hand as well as the stakes in question. The paper argues that a negotiated settlement would be the most satisfactory way to determine Montenegro’s future.
