This report examines the significance of the general elections in Kosovo on 17 November 2001 and of the establishment of the new self-government institutions. The paper considers how the elections will alter the relationship between local political factors and the UN administration. Subsequently, it looks at the question of Kosovo Serb participation in the election and what that will mean for the position of Serbs in Kosovo. Finally, the paper considers the next challenges for local leaders and UNMIK regarding further implementation of UN Security Council Resolution 1244.
