This report discusses the bleak situation of the legal system in Bosnia and Herzegovina despite extensive efforts to reform it. The paper introduces development since the Dayton agreement with a focus on post-war legal and judicial reform and the influence of various international organizations. Subsequently, the paper reviews the functioning of Bosnia’s core legal institutions and the ethnical organization of the legal system. Further attention is paid to pressing legal reforms, including criminal law reform, war crimes and further professionalization. Finally, the paper introduces the situation in the city of Brcko as a case study.
