This report addresses the state and development of the judiciary in Kosovo since the beginning of its international administration. The paper outlines history and structure of the justice system as well as the current judicial process. Subsequently, the paper scrutinizes the autonomy of the judiciary and discusses the prosecution of crimes related to armed conflict, including war crimes and ethnically motivated violence. The paper warns that the significant efforts of the international community and Kosovo officials in the judicial sector may bear little fruit unless more emphasis is placed on building long-term capacity.
