This paper addresses the return of refugees and internally displaced persons to their homes in Kosovo since the end of the war. The paper introduces the displaced persons, discusses the impact of Kosovo’s unresolved final status upon the return process and reviews international principles guiding return. Subsequently, the paper outlines initial efforts to support returns and two case studies from contrasting regions. The authors put forward general conditions for return as well as policy and players in the return process. They conclude that more weight must be given to ensuring that returns are conducted according to international principles.
