This paper explores the future of the state of Serbia and Montenegro that was proclaimed under strong international pressure on 4 February 2003 as an interim substitute for the former Federal Republic of Yugoslavia (FRY). The paper addresses several shortcomings of the new state and the complicated negotiation process before its establishment. Subsequently, the paper discusses the EU’s involvement as well as fields that require reform. The paper argues that regional stability demands a viable long-term solution.
