This publication discusses EU-Russian relations and outlines possible future scenarios. The author identifies mistrust, frustration and bureaucratic squabbling between Moscow and Brussels, as well as a lack of a common strategic perspective. The paper seeks to explore the reasons for this by outlining several scenarios. The author develops three scenarios for both, which he then combines in a 3x3 matrix, producing nine possible outcomes for EU-Russian relations. He predicts that the gridlock in EU-Russian relations will be long-lasting, at least until 2008-2009.
