This draft paper for the 2006 National Convention of The American Association for the Advancement of Slavic Studies examines the Russian policy on the Caspian area. The author discusses Russia's military build-up in the context of persistent Caspian security tensions and identifies Moscow's aims in orchestrating the interplay between counterterrorism and counterrevolution. The paper also analyzes the particular case of Dagestan, which has, according to the author, more relevance to the Caspian security than is commonly assumed.
