This paper discusses the poverty reduction strategy of the international community and the IMF's Poverty Reduction Strategy Papers (PRSPs). The author places the new development strategy within the tradition of previous experience in the international promotion of democracy and poverty reduction. He also assesses the potential of the strategy by analyzing Tanzania and Bolivia. The paper concludes that as a key principle and concept, PRSP embodies a far-reaching transformation of aid policy.
