This report assesses the possibilities of terrorists carrying out attacks with biological or nuclear weapons. The author discusses the means available to prevent such attacks. He argues that informal technical cooperation as well as broad political coalitions will be an essential part of counter-terrorism strategies. The paper concludes that only international cooperation and strict arms control policies can reduce the long-term risk of nuclear and biological terrorism.
